Stampless Official mail envelope headed 'On Her Majesty's Service' addressed to 'Kelegan Mills, Near Soerabaja, Java' cancelled by 'Crown/ Not Paid General Post Office/ Colombo' with adjacent 'Postal Department/ Ceylon' Seal in red on face with Colombo date stamp 'Aug 17 82' underpaid, routed via Penang and Singapore with 'Penang And Singapore/ Unpaid' double ring 'Aug 26' sent on the steamer "Ganges" with 'N.I. Exp. Kant. Singapore' (26/8) and 'T' hand-stamp and m/s '40' with Netherlands Indies postage due SG D108,40c rose and black tied by numeral '3' hand-stamp with Soerabaja arrival '3rd Sept 1882' on reverse. Only one cover known with the Unpaid/ Penang and Singapore maritime hand-stamp. A unique combination and Exhibition item.
