Stamp-less envelope with hand-struck 'Ministre des Affaires Etrnager' in blue addressed to 'Russian au 43rd Colonel, Sectur Postal 198' with circular 'Le Captaine de Vaisseau Delague de la Marine Francaise/ Pres Du Commandant en Chef Des Forces Naval en Russes/ Marine Francaise' in red on face (with anchor in center) and Paris/ R. de Bourgogne' arrival '13th March 1917.'

Circular cachet in red translated as. The Delegated Ship Captain of the French Navy. Near the Commander in-chief of the Navel Forces Russian.

A unique item from the combined Russian and French Navy in World War One part of the Baltic Fleet. Around this time February early March 1917 Russia entered a turbulent period with the Russian (Bolshevik) Revolution.
