United States. (Netherlands - Transatlantic Mails). 1861. Folded letter written from Rotterdam to New York cancelled by Rotterdam date stamp '31st July 61' with framed 'FRANCO' on face and manuscript '80' Dutch cents on reverse, endorsed 'Per first steamer via Liverpool' with London/ Paid transit 'Au 2' and manuscript '1s' in violet (debit to the Netherlands) and 'N. York Br. PKT/ 5' arrival dated 'Aug 14'.

Cover carried via Ostend, London and sailed from Liverpool on Cunard steamer. Arrived in New York, 5c U.S. Inland due as charges prepaid at Rotterdam did not include any U.S. charges.
The Anglo-Dutch Convention provided for Dutch, British transit and transatlantic charge which had to be prepaid or collect in Holland.
A later postal convention signed at The Hague on October 10 1854 reduced the British transit from 8 pence to 4 pence. U.S. charges were still prepaid or collect in the U.S.. The Anglo-Dutch portion was now divided.

BRITISH: Packet postage 8d + British transit 4d = 1s.

DUTCH: Packet Postage 40c + British Transit 20c + Dutch postage 20 = 80c
